The Annual General Meeting
The Annual General Meeting (AGM) is the highest decision-making body in the ICA. It usually meets once a year during either the Congress or the CITRA. Delegates from national institutions and national associations, elected officers (of the Executive Board, the Audit Commission, the CITRA bureau and the Election Officer), Members of the Programme Commission, the chairs and secretaries of committees can attend and vote. Other attendees include the Secretary General and their Deputy although they cannot vote. Attendance rights are described in the Constitution and are organized to ensure an equitable geographical spread of attendees and to prevent an individual country dominating proceedings.
Feature
The AGM decides on strategic direction as well as the management of the Council. The AGM decides whether to approve draft resolutions and recommendations arising from the Congress or the CITRA. If adopted these are then considered an expression of professional opinion within the countries represented by ICA. The AGM also undertakes a diverse range of operational business such as approving finance reports, audit reports, membership fee rates, constitutional changes, establishment of new branches and sections and standing commissions, and electing Honory members and Fellows of ICA.
