The Ministry, story of a salvage operation

Context: The earthquake which destroyed Port-au-Prince, and several cities of the South, caused heavy human losses: from 250.000 to 300.000 deaths, 300.000 wounded persons and more than a million homeless persons. More than 600.000 persons looked for refuge at close relations in province or in one of 1.200 camps. The material destructions and the associated economic losses approach the 8 billion dollar, an amount upper to the GDP of the country. Most of the public buildings are destroyed; institutions were very affected; the parliamentary elections planned in February were postponed on November 28th, 2010, day also planned for the holding of the first tour of the presidential ballot. The state of emergency, pronounced after the earthquake, was prolonged on April 15th, 2010 for a duration of 18 months.
