As observed here and elsewhere, in countries at war in particular, archives are not only backward-looking objects, but also, and above all, forward-looking objects. This is especially true in the defence of Human Rights, stated Pierre Flückiger, Geneva State Archivist.
Preservation and accessibility of documentary heritage need to be undertaken and supported by States. This injunction is the first objective of the Universal Declaration on Archives. This text, developed by the International Council on Archives was endorsed by UNESCO on 10 November 2011 and celebrates its 5th anniversary.
