Archives constitute the memory of nations and of societies, shape their identity, and are a cornerstone of the information society. By providing evidence of human actions and transactions, archives support administration and underlie the rights of individuals, organisations and states. By guaranteeing citizens’ rights of access to official information and to knowledge of their history, archives are fundamental to democracy, accountability and good governance.

The mission of ICA is to promote the preservation and use of archives around the world. In pursuing this mission, ICA works for the protection and enhancement of the memory of the world and to improve communication while respecting cultural diversity.

 

ICA in Brief

The International Council on Archives (ICA) is a decentralized organisation governed by a General Assembly and administered by an Executive Board. Its branches provide archivists with a regional forum in all parts of the world; its sections bring together archivists and archival institutions interested in particular areas of professional practice; its committees and working groups engage experts in contributing to the solution of specific problems. The ICA Secretariat serves the administrative needs of the organisation; it maintains relations between members and facilitates the interaction of ICA with related bodies and other international organisations.

The Mission of ICA

The aim of ICA is to promote the management and use of records and archives and the preservation of the archival heritage of humanity around the world, through the sharing of experiences, research and ideas on professional archival and records management matters and on the management and organisation of archival institutions.

Background - ICA History

Early Beginnings

The idea for an international council on archives had long been around (the Institute for Intellectual Co-operation had made a first attempt after the First World War) when it finally became a reality in 1948. There were several contributory factors. The first was the choice of Paris as the site of the headquarters of UNESCO, the United National Educational, Scientific and Cultural Organization, which in the immediate post-war years was concerned with promoting non governmental organizations (NGO) in its field. In 1946, under the influence of an American conservator Chauncey J Hamlin, an international council for museums (ICOM) was set up. Following the establishment of an Experts Group and a first general assembly in Mexico, a general conference met in Paris from 29 June to 3 July 1948 and Georges-Henri Rivière was appointed director of ICOM. On a very similar model, following the distribution of proposals at the international level in the autumn of 1947, and under the influence and tenacity of Dr Buck, then Archivist of the United States, a small group of experts met in Paris and agreed on 9 June 1948 to establish an "International Council on Archives", with the Director-General of the Archives de France, Charles Samaran, as chairman. Charles Braibant succeeded him in 1950. The first assembly of the Council was held following a meeting of the group of experts in Paris, on the 21 and 22 August 1950, at the UNESCO headquarters.

ICA Today

From an association of directors of national institutions, the ICA has evolved towards a more complex organisation bringing together professional associations and individual archivists interested in researching, developing, and sharing their full range of archival expertise. Today, the ICA has become the professional organisation for the world archival community, dedicated to promoting the preservation, development, and use of the world's archival heritage. It brings together national archive administrations, professional associations of archivists, regional and local archives and archives of other organisations as well as individual archivists.

The activities of the ICA complement those of national associations and institutions and continue to be an exclusive source and channel of professional expertise in those regions where national associations do not yet exist. Through its branches, ICA provides a basis for exchange and common initiatives at the regional level, more closely aligned to specific needs resulting from particular environments. ICA sections, established along professional interests, address other types of concern and stimulate research and information exchange in more specific areas: they bring together in their respective forums leaders of professional associations, archival educators as well as archivists of international organisations, municipalities, businesses and labour bodies, churches, universities, parliaments and political parties as well as those specialised in architectural records. Other sections are currently being formed for specialists in archival standards and best practices, literature and art archives, notarial records, sports archives, military records and sigillography. ICA forms ad-hoc committees and working groups at various levels to work on specific projects and activities in support of its four strategic priority areas: advocacy and promotion; electronic records, records management and automation; preservation and protection against disasters; and professional education and training.

As the leading international non-governmental organisation (NGO) for archives and archivists, ICA continues to work in cooperation with UNESCO and NGOs in related areas to realise shared objectives. ICA's close cooperation with UNESCO is demonstrated by the publication of the RAMP (Records and Archives Management Programme) Studies. Currently, it is supported through regular financial contributions to support various ICA projects.

Governance

The highest decision-making body in ICA is the Annual General Meeting. Between Annual General Meetings, the government of ICA is in the hands of the Executive Board, which includes chairs of all regional branches and most sections, thus ensuring broad representation internationally and professionally. The work of the Executive Board is supported by two commissions:

The CITRA Bureau is responsible for the organisation of the annual International Conferences of the Round Table on Archives (CITRA) and draws up the CITRA programme.

The Audit Commission is responsible for the evaluation of the performance of the ICA programmes and of its external and internal communications.

 

Elections 2010

To All Voting Members of ICA

Dear Colleague,

I am pleased to invite you to nominate yourself or others as candidates for the various posts described in the document entitled ‘Elections 2010: Description of Posts', a copy of which is attached.

Our organization is in the process of a profound transformation, which will enable it to be more efficient and transparent than ever before, without losing sight of its fundamental values. We have a vigorous professional programme within the framework of a business plan that is helping us achieve our long-term strategic objectives. Improvements in communications, including a new website that will offer enhanced services to members, are well underway. These elections present a golden opportunity for you to become involved in an organization that is succeeding but aspires to do even better.

The following are the key points to note:

1. All members who are based in institutions in Category A or associations in Category B are entitled to put themselves forward for these elected posts, and to nominate others.

2. If you decide that you would like to stand for one or more of these posts, please indicate this in writing to the ICA Secretariat preferably by e-mail (election2010ATica.org) or by letter or fax. Please state clearly the office or offices in which you are interested, including the code, and the institution in which you are based.

3. You should also provide two supporting documents to accompany your letter declaring your candidacy and eligibility for office. Firstly, you should prepare a short CV (Curriculum Vitae), which describes your career to date. Secondly, you should write a Statement of Policy, outlining what you intend to do if you are elected. Both of these documents should not exceed one page in length.

4. Finally, you should arrange for three other voting members to support your candidacy and to notify the secretariat accordingly preferably by e-mail (election2010ATica.org) or by letter or fax.

Declarations of candidacy, and of support for nominations, must reach the ICA Secretariat by Sunday 14 February 2010 midnight Paris time. Ballot forms will be issued in the middle of February, and the closing date for the reception of votes will be in early April (precise date to be announced). It is intended that the results of all elections will be published on the ICA website by the end of April at the very latest.

The ICA Website

The Secretariat is pleased to announce that, following negotiations, it has signed a contract with Tincan Ltd. Tincan will work with ICA to take forward the development of a new and effective ICA website.

The dissemination of the call for bids was as wide, open and international as possible. Almost 60 bids were received in response to the call from across the globe. Following the consultation of the ICA Secretariat and Website Committee on these bids, four companies with excellent proposals were invited to interview at the Secretariat offices in Paris. The interviews took place on 19 March 2009. Present on the panel were members of the Secretariat and the Website Committee along with an external representative from the Association of French Archivists. The short-listed companies had half an hour to present their achievements and the solutions proposed. This was followed by a series of questions from the panel. The companies were evaluated on the quality of the service, including project management, communications, and problem-solving skills as much as on the technical solutions proposed.

Following the interviews, the Secretariat decided to open final negotiations with UK-based Tincan Ltd as the first choice of provider. Tincan gave an excellent proposal and presentation offering a high-quality service and solution. With more than 10 years’ successful experience in building information-rich, membership-based sites for international and multilingual audiences they are well-qualified to deliver a new website to ICA’s international user base. In addition, they demonstrated a keen understanding of international-level advocacy, communications and community-building and applied this experience relevantly to ICA’s website development project. ICA will become part of a valued community of Tincan clients that comprises primarily of charities, NGOs and Not-for-profits. Tincan also has strong and convincing project management, team structure and communications skills. They responded very well to some tricky questions from the panel and posed some thoughtful questions to the panel in turn, demonstrating a real interest in the activity and operation of ICA.

Tincan has proposed a solution based on The Webbler, a flexible and powerful Content Management System (CMS) that will greatly enhance ICA’s web presence and performance. The CMS is built using entirely open source tools. To ensure reliable, high-quality and sustainable development of the system, The Webbler has not yet been made available to the open source community as a whole but it is readily available to all Tincan clients following the end of the contract. In the UK, the Webbler is successfully used by charities and NGOs such as the National Theatre, the Institute of Contemporary Arts, Panos London, Minority Rights Group International and many others.

Following the selection, a second meeting was arranged with Tincan who were delighted at their success at interview. More questions were asked of the company and of the solution and finally the contract, including a clear set of deliverables, was thoroughly negotiated. The contract was signed by both parties on May 6 2009. The project has now commenced in earnest with the final launch date set for the end of October. The ICA Secretariat is convinced that Tincan will provide a high-quality service in helping ICA achieve a highly-functional but easy-to-use website that will act as an interactive network and collaborative space for ICA’s international membership. The Secretariat wishes to thank the Website Committee for their time and valuable contributions that were fully appreciated and considered throughout the decision-making process.
