Comma 2002.1-2: Jean-Wilfrid Bertrand, The Privatization of the Public Sector Enterprises: Archival Institution Strategies in Developing Countries
(Only available in French) Asbtract in English: The author argues that the privatization imposed on the southern countries by the International Monetary Fund and the Word Bank have destabilised these societies and that the results have not matched the expectations. Archives are rarely taken into account in legislation governing the privatization process. The question is particularly alarming in the least developed countries. Archival legislation in these countries often does not exist or, or is impossible to implement because of a lack of financial resources. The author advocates an approach to privatization which allows the State to retain some of its prerogatives in relation to public sector enterprises that are privatized.
