Filipp Dolgih was born in the Region Voronezh in 1919, where he was graduated from the university. Participated at the World War II.
Since 1946 worked in different institutions of the Communist Party of the Soviet Union.
After that he became director of the Central Lenin Museum in Moscow.
From 1972 to 1983 Head of the Main Directorate of Archives of the USSR.
From 1972 to 1976 ICA President. From 1976 Honorary Member of ICA.
Died in 2000.
