Lilian Lizbeth Barrientos Hernández

Archivist,  professor in History and Social Sciences, graduated from the School of History, Universidad de San Carlos, Economist specialized in Tourism Management and Direction with a Master's degree, graduated from the Santillana Postgraduate Institute and the Universities of Alicante, Autonomy of Barcelona, ​​Carlos III in Spain.

He chairs the National Committee of the UNESCO International Memory of the World Program in Guatemala.

She is an expert in archives at UNESC0

Member The Sub-Committee on Education and Research (SCEaR) of the UNESCO Memory of the World Programme. 

She is a consultant prequalified by the State of Guatemala and its Prequalified Registry of the State Procurement Registry.

He has directed projects, programs and executed document management and archive administration consultancies in: Human Rights Ombudsman's Office of Guatemala (2020-april 2022) for the Design of a new route of Case Files, records of access to information and administrative documents, with the German Cooperation GIZ;  the Public Prosecutor's Office with the Zero Paper Document Management project (2016-2018) as general coordinator; Document Management Project in the Fiscal Registration Archive of the Ministry of Public Finance; directed the first part of the organization of the Archive of the Franciscan Order of Guatemala in the Convent of San Buenaventura 2015; Superintendency of Tax Administration as a consultant and teacher for document management and archive administration;  consultant for the design and execution of management at Secretary of Programming and Planning, SEGEPLAN (2010-2012); Historical Archive of the National Police AHPN as head of the Technical Section of Archive, (2007-2009);  Consultant for UNDP and SEPAZ for the treatment of documentary collections related to human experiments carried out in 2010 for the Treatment of alternative sources and metadata of the documents of the experiment; Archive of images of editorial Santillana Guatemala 2007, Clinical archive of CADEG of the Ministry of Defense;  Municipal Historical Archive of Antigua Guatemala (2007- 2014), Director of the Archdiocesan Historical Archive of Guatemala (2003- 2006), Photographic Archive of Magazines and Supplements of Prensa Libre 2001.

Advises the process of organization, access, and tasks for the implementation of ATOM of the MINUGUA Archive in the Central Library of the University of San Carlos de Guatemala, on behalf of UNESCO en 2018.

Professor for the archival subject at the National Institute of Public Administration (2009-2016), National Registry of People, RENAP 2013-2022), Public Ministry, Ministry of Defense, Faculty of Science and Technology and INAP, Library of the Universidad de San Carlos, Superintendency of Administration Tributaries 2017-2021, Training program with the Secretary of Access to Public Information of the Human Rights Ombudsman PDH, National Literacy Committee, School of Registry Studies, School of Judicial Studies of the Judicial Organism, among others.

Professor at the Latin American Faculty of Social Sciences, FLACSO in Guatemala, for the issues of Archival or Context Expertise, currently RAI (Record in Contexts) standards of the International Council on Archives. 2013 and 2014.

Archivera, profesora en Historia y Ciencias Sociales, egresada de la Escuela de Historia, Universidad de San Carlos,  Economista especializada en Dirección y Gestión turistica con grado de Máster, egresada  del Instituto de Posgrado Santillana y las Universidades de Alicante (Escuela de Educación continua ), Autonoma de Barcelona, Carlos III en España. 

Preside el Comite Nacional del Programa Internacional Memoria del Mundo de la UNESCO en Guatemala.

Es experta en archivos de la UNESC0. 

Miembro del Sub-Commite en Educación, Investigación (SCEaR) de  UNESCO del Programa  Memoria del Mundo. 

Es consultora precalificada por el Estado de Guatemala y su Registro de Precalificados del Registro de Adquisciones del Estado. 

Ha dirigido proyectos, programas y  ejecutado asesorias de Gestión documental y administración de archivos en: Procuraduría de los Derechos Humanos  Guatemala ( 2020- 2022) para Diseño de nueva ruta de Expedientes de casos, registros de acceso a la información y documentos administrativos, con la Cooperación Alemana GIZ;  el Ministerio Público con el proyecto de Gestión Documental Cero Papel (2016- 2018) como coordinadora general;  Proyecto de Gestión documental en el Archivo de la Matrícula Fiscal del Ministerio de Finanzas Públicas; dirigio la primera parte de la organización del Archivo de la Orden Franciscana de Guatemala en el Convento de San Buenaventura 2015; Superintendencia de Administración Tributaria como consultora y docente para la gestión documental y administración de archivo;  consultora para el diseño y ejecución de la gestión en Secretaria de Programación y Planificación SEGEPLAN ( 2010- 2012); Archivo Histórico de la Policia Nacional AHPN como jefe de la Sección Técnica de Archivo, (2007- 2009);  Consultora para el PNUD y SEPAZ para el tratamiento de los fondos documentales vinculados con los experimentos humanos realizado en 2010 para el Tratamiento de fuentes alternas y metadata de los documentos del experimento;  Archivo de imágenes de editorial Santillana Guatemala 2007, Archivo clinico de CADEG del  Ministerio de la Defensa;  Archivo Historico Municipal de Antigua Guatemala ( 2007- 2014), Directora del Archivo Historico Arquidiocesano de Guatemala (2003- 2006), Archivo fotografico de Revistas y Suplementos de Prensa Libre 2001.
