In 2012 the ICA's Programme Commission made Africa a priority area for its professional programme work to support the development of record-keeping capacity in Africa, the needs of African archivists and records managers, ICA strategic objectives and priorities, and the delivery of archival education.
One of the ICA's Objectives is to build capacity within the archive profession. A fundamental element of this capacity building is to support Young and New Professionals to develop their professional knowledge and to encourage them to participate in all that the ICA has to offer.

The membership dues are submitted to a vote at the General Assembly and set depending on the Country's PIB.

Central archive directorates or national archival institutions applications are to be presented to the ICA Executive Board for approval.

The membership dues are set depending on the Association's income, from 50€ to 600€.
Territorial, national associations concerned with the administration or preservation of records and archives or in archival training and education applications are to be presented to the ICA Executive Board for approval.
All Institutions concerned with the administration or preservation of records and archives or in archival training and education (category C) pay a membership fee of 200€.
Local, territorial, national or international institutions concerned with the administration or preservation of records and archives or in archival training and education applications are presented to the General Assembly for agreement.
