The ICA’s Expert Group on Advocacy (ICA/AEG) is pleased to invite you to an engaging virtual session to celebrate the power of the Universal Declaration on Archives (UDA) on its 13th anniversary, taking place on Monday, 11 November 2024, at 16:00 CET (Paris time). 

Led by Carlos Zapata Cardenas, this session will provide participants with insights on how to effectively use the UDA as a tool in advocacy campaigns worldwide. Originally developed and adopted by ICA in 2010, and endorsed by UNESCO in 2011, the UDA is a cornerstone of ICA’s outreach and advocacy strategy. The Declaration underscores the critical role of archives in safeguarding human rights, establishing collective social memory, and promoting accountable and transparent governance. It also highlights the essential elements of good archival management and the importance of professional archivists.

Carlos Zapata Cardenas

Carlos Zapata Cardenas lives in Bogota, Colombia. He has been a member of the ICA Advocacy Expert Group (AEG) for several years. Since 2015 he has held the positions of Advisor in the Department of Document Management. He served as Technical Director of Luis Ange Arango Library and currently as Lead Advisor in the General Directorate of Information Management of the Banco de la República (Central Bank of Colombia). Between 2011 and 2015, he served as Director General of the National Archives of Colombia. He has been a university professor in the field of librarianship and archival science at the universities of La Salle, Javeriana and Quindío, as well as at the Universidad Nacional and the Universidad Militar Nueva Granada. He has participated as a lecturer in conferences and seminars held in Colombia, Ecuador, Cuba, Dominican Republic, Bolivia, Peru, Paraguay, Costa Rica, Mexico, Guatemala, Argentina, Chile, Spain, Uruguay and Brazil. He was a founding member of the Colombian Society of Archivists, and he has been its President for two terms. In addition, he has been Executive Secretary of the Latin American Association of Archives. Carlos helped with the translation of several AEG documents into Spanish.
