The Latin American Regional Branch of the ICA (ALA) is pleased to invite you to a webinar on Thursday, 9 April from 16:00 to 17:30 CET (Paris time), dedicated to the presentation of the Interactive Guides for the Development of Archival Instruments. The session will showcase this new work and its practical contribution to the archival community.

This initiative is part of the projects funded through the PCOM Call for Projects 2025. The Programme Commission (PCOM) supports selected proposals aimed at delivering impactful activities and strengthening engagement within the community.

Context

The project Interactive Guides for the Development of Archival Instruments aims to transform the theoretical foundations of archival science into practical methodological, technical and operational tools. These guides support the preparation, updating and preservation of documents that underpin archival functions within organisations.

Designed with a pedagogical approach and adapted to the realities of institutions in Latin America, characterised by varying levels of development, limited resources, and ongoing digital transformation, they provide a link between regulatory frameworks and day-to-day practice. The guides offer clear, verifiable and sustainable guidance to support informed decision-making, strengthen technical consistency across the full document life cycle, and promote the development of archival instruments aligned with current standards. They also respond to requirements relating to control, auditing, transparency and access to information.

Speakers
Ramón Alberch i Fugueras

Ramón Alberch i Fugueras holds a Bachelor’s degree and a Doctorate in History. He is co-founder and President of the non-governmental organisation Archivists Without Borders (1998–2005 and 2012–2020) and served as President of the Municipal Archives Section of the International Council on Archives (ICA/SMA) between 2000 and 2004.

Throughout his career, he has held several key leadership positions in archival institutions. He was Director of the Municipal Archive of Girona (1978–1989), the Municipal Archive of Barcelona (1990–2004), and the Municipal History Institute of Barcelona (1992–1997). He also served as President of the Association of Archivists of Catalonia (1986–1993), Director of the Archives System of Catalonia (2004–2010), and Director of the Higher School of Archival Science and Records Management at the Autonomous University of Barcelona (2002–2016).

He is Coordinator of the Working Group on the Cultural Promotion of Archives within the Latin American Archives Association.

Author of forty essays and manuals on archival science and history, he has participated as a speaker at numerous international conferences and professional meetings. In September 2022, he was awarded the distinction of ICA Fellow, the highest honour granted by the International Council on Archives in recognition of his professional contribution to administration, professional associations, academia and dissemination.

Alejandra Salazar Ruiz

Alejandra Salazar Ruiz is Interim President of the Latin American Archives Association (ALA) and Director of the National Historical Archive of Ecuador.

She holds a degree in Social Communication, an advanced specialisation in Records Management, and a Master’s degree in Records Management Systems and Archives from the Simón Bolívar Andean University. She also holds diplomas as an Expert in Electronic Records Management and in Records Appraisal.

With more than 20 years of experience as an archivist, she has worked in various units of the National Archive and currently serves as its Director. Her previous roles include Director of Records Management and Archives at the National Secretariat for Communication; Secretary General at the Council for Regulation and Development of Information and Communication; Secretary General at the Financial and Economic Analysis Unit; Secretary General at the Metropolitan Control Agency; and Coordinator of Records Management and Archives at EP Petroamazonas, among other institutions.

She is a founding member of the Ecuadorian Association of Archivists, where she has served as both Vice-President and President. She has also been a member of the National Commission for the Evaluation of Iberarchivos Projects and currently serves as Vice-President of the Latin American Archives.

Marcela I. Rodríguez Vera

Marcela I. Rodríguez Vera is a Conservator of Movable Cultural Heritage, a Specialist in Records Management and Archives Administration, and holds a Master’s degree in Interdisciplinary Social Research from the Francisco José de Caldas District University. She is currently a doctoral candidate in Libraries and Archives in the Digital Environment.

She is an archival consultant with more than 25 years of experience in archives and documentary heritage, working across both the public and private sectors. She also has extensive teaching experience at national and international level.

She previously served as Technical Director of the Human Rights Archives Directorate at the National Centre for Historical Memory (CNMH), where she strengthened initiatives related to Human Rights archives, focusing on their protection, development, access and use. She has also supported the General Archive of the Nation of Colombia as an advisory officer, contributing to the development of public archival policies, as well as the design of inter-institutional programmes, strategic plans and partnerships aimed at safeguarding and promoting the country’s documentary heritage through national and international cooperation.

She has collaborated with a wide range of institutions and organisations on archival organisation, dissemination, risk management and heritage protection initiatives. She has consistently provided advisory support to archival projects, achieving high-impact results with efficiency and transparency.

Pablo Andres Cordero Vega

Pablo Andres Cordero Vega is an archivist with more than 20 years of experience in archival science, specialising in the planning, development and management of information and records management projects tailored to institutional needs. His professional work focuses on analysing documentary challenges and developing effective solutions aligned with regulatory frameworks and national and international standards in records management and archival practice.

He is qualified in Information Science, Librarianship, Documentation and Archival Science; holds a cum laude Master’s degree in Historical Archival Science and Memory; and is a Specialist in Public Policy and Social Welfare. In addition, his technical, technological and professional training in the archival field has enabled him to address complex challenges across different sectors and to contribute to multidisciplinary teams implementing and optimising technological tools for records management.

He is a lecturer on the Archival Science and Digital Information Management programme at the Francisco José de Caldas District University, where he is involved in teaching, academic training and research. He is also a member of the Colombian Society of Archivists.

His academic and professional interests include archival public policy, memory, access to information and archival description, as well as the strengthening of contemporary archival practices and the training of future generations of archivists.
