The International Council on Archives (ICA) is now accepting nominations for the position of Vice-President Programme. This key role is central to guiding and implementing ICA’s strategic direction, with a focus on professional programmes, partnerships, and initiatives. The Vice-President Programme is responsible for aligning ICA’s activities with its strategic objectives, overseeing projects, and chairing the Programme Commission (PCOM). The role involves close collaboration with other elected officers, regional branches, professional sections, and key forums within ICA.

 

At the top of the ICA, a triumvirate of elected leaders is in charge of guiding and implementing the organisation’s strategic direction on a managerial, financial, and programmatic level. Along with the President and Vice-President Finance, the Vice-President Programme is committed to making the ICA vision a reality.

The Vice-President Programme has ultimate responsibility for projects, partnerships and other initiatives which are included in the ICA’s professional programmes, and also for the alignment of these activities with the organisation’s strategic objectives. The Vice-President chairs the Programme Commission (PCOM) and oversees the work of the strategic Programmes, PCOM projects and ICA Expert Groups.

The incumbent to this position is also responsible for developing the professional content for ICA Conferences and Congresses, as well as working in close association with the Regional Branches, the Professional Sections, the Forum of National Archivists (FAN) and the Forum of Professional Associations (FPA). Finally, this role works in collaboration with the other ICA Elected Officers (President and Vice-President Finance) and the Executive Direction, and reports on the programmes and actions of the Programme Commission to the Executive Board and the General Assembly.

The proper performance of the duties of Vice-President requires a significant commitment of personal time and draws on the support of the Vice-President’s employer’s organisation, which is highly advised. The successful candidate should be willing to set aside at least fifteen (15) hours a week and should be proficient in English. Knowledge of French or Spanish is highly appreciated.

The role is voluntary, and no remuneration is offered, nor can be accepted, for the performance of the functions of the office. Depending on the individual circumstance of the person elected to the role however, some funding can be made available to offset the cost of attendance at essential governance meetings.

The mandate for the position is four (4) years, commencing from the ICA General Assembly of October 2025 and continuing to the ordinary General Assembly of 2029. The Vice-President Programme may seek one renewal of their mandate, for a further four (4) years.

 

Eligibility

All ICA members in good standing have the right to stand for the election for the position of Vice-President Programme. Any registered member, regardless of membership category, whether coordinator of an institutional account or its right holder (Categories A, B and C) or individual member (Category D), may submit their nomination to this post.

Nomination Process

You will be asked to provide the following information, either in English or in French:

  • a personal statement on the actions the candidate would take in the post if elected (500 words maximum),
  • a brief curriculum vitae (two pages maximum),
  • three letters of support from other voting members from at least two different ICA geographical groupings as defined in in Article 4.1.9 of the ICA Constitution. One or two letters of support can come from the candidate’s own ICA geographical grouping.

This documentation will be shared with the voting members at the opening of the electoral period.

Candidates must also provide their ICA membership number.

Please note that new members may not receive their membership number until a few days after payment has been received. New members wishing to submit their nomination must indicate the date of payment and mention “Pending Membership #” in the appropriate field on the Expression of Interest form.

Applicants have until Friday, 4 April 2025, 23:59 CET (Paris time), to complete and submit the nomination form.

 

Election Process

In the event of only one eligible candidate applying by the specified deadline, the Elections Officer shall declare this candidate to have been elected. No general voting process will be necessary, but the candidate’s application must be discussed and approved by the Executive Board.

Candidates will not begin their campaign until after the official publication by the ICA of the list of candidacies and of the electoral register.

Each voting member will have one (1) vote. Voting will take place electronically.

The votes of members in the different categories of members, as defined in Article 3 of the Constitution, will be weighted as follows:

  • Each Category A member has four (4) votes
  • Each Category B member has two (2) votes
  • Each Category C member has two (2) votes
  • Each Category D member has one (1) vote, as well as ICA Fellows.

The candidate who receives the highest number of votes is elected.

In the event of a tie, a second round of votes between the first two candidates will be held.
