The International Council on Archives (ICA) is pleased to share the second draft of its Strategic Plan 2025–2029, developed through a broad, inclusive process that reflects the voices of members, partners, and professional stakeholders from around the world.
We invite you to review the draft and share your comments or suggestions with Vice-president Programme, Meg Phillips, by 1 September 2025.
The draft builds on a global survey launched in mid-2024, followed by focus groups, questionnaires, and interviews conducted between December 2024 and February 2025. These sessions—held in English, French, and Spanish—included contributions from ICA members-at-large, governance bodies, young professionals, and external partners such as Ancestry, FamilySearch, and Artefactual.
A strategic planning guide ensured consistency across all consultations. In March 2025, a planning team composed of ICA leaders and facilitators analyzed the input and identified four strategic priorities:
- Networking and collaboration
- Training and professional development
- Standards and best practices
- Advocacy
To support effective implementation, the plan also outlines four enabling conditions: good governance, clear and timely communication, strong finances, and strong membership.
This second draft (available in English, French and Spanish) incorporates feedback from the Executive Board and the Programme Commission. It is now being made available to ICA members and the wider archival community in the lead-up to the ICA Congress in Barcelona, where it will be presented in the General Assembly.
