Name: Sarah NEGUMBO
Title: Mrs
Job title: Director: Namibia Library & Archives Service
Organisation (if ICA Institutional membership): National Archives of Namibia
Country or Territory: Namibia
Region represented: Africa and the Arab Countries
Candidate Statement:
“As the Director of Namibia Library and Archives Service for the past nine years, I have gained extensive experience in managing national archival functions, working with diverse stakeholders, and implementing policies to preserve and provide access to documentary heritage. Prior, I also served as Deputy Director at Office of the Prime Minister for 10 years, where I was responsible for the introduction and implementation of the Electronic Documents and Records Management System (EDRMS). I gained a solid foundation in the development and execution of large-scale digital initiatives, ensuring the secure and efficient management of government records. The successful rollout of EDRMS further enhanced my expertise in digital transformation, change management, and policy formulation, skills that I will bring to the ICA PCOM. My roles have equipped me with the skills that are needed to contribute effectively to the ICA PCOM. I have actively engaged in regional and international professional networks, including participating in ICA events, which has broadened my understanding of global archival challenges and innovations. This exposure has given me insights into the best practices and collaborative approaches needed to address complex archival issues. I will contribute by leveraging my leadership experience and my commitment to advancing inclusive access to documentary heritage, particularly in the context of digital transformation. I can bring a valuable perspective on the challenges faced by developing countries, especially regarding capacity building, digitization, and policy development. Additionally, I will contribute to foster cross-border collaborations that enhance the preservation of cultural heritage globally.”
How can you make the voice of ICA regions underrepresented in PCOM heard?
“To amplify the voice of underrepresented ICA regions, especially in Africa and the Arab Region, I would prioritize fostering stronger collaboration and communication channels with regional stakeholders. This includes actively engaging with local archives and professionals, by way of creating platforms for them to share their unique challenges and successes. I would also advocate for regional projects and ensure their concerns are included in PCOM’s agenda. Additionally, by promoting capacity-building initiatives and mentorship programs, we can empower archivists in these regions, enhancing their representation and visibility within ICA, ensuring their voices shape global archival practices and policies.”
