The ICA Leadership is committed to making the ICA vision a reality. The ICA President is the organisation’s leader and works in collaboration with the Vice-President Finance and the Vice-President Programme. These three leaders are elected by the ICA members and constitute the group of Elected Office‐Holders (or Elected Officers). They are in charge of guiding and implementing the organization’s strategic direction on a managerial, financial, and programmatic level.

All three Elected Office‐Holders shall have a mandate of four (4) years that shall be staggered. Below you will find the profile of the current ICA Elected Office‐Holders and their mandates.

Josée Kirps, ICA President
President - Josée Kirps, 2022-2026

Josée Kirps is Director of the National Archives of Luxembourg since October 2003. Between 1991 and 2003, Ms. Kirps worked at the Ministry of Culture, where she was the representative to the Culture Commission of the Council of Europe in Strasbourg, the International Organization of the Francophonie (OIF) and the Cultural Affairs Committee in Brussels. With a degree in history and modern literature from the University of Montpellier, Kirps has spent her entire career in the service of Luxembourg’s heritage.

Gustavo Castaner, Vice-President Finance
Vice-President Finance - Gustavo Castañer, 2022-2026

Gustavo Castañer is a professional archivist and records manager. He currently works as Unit Head of Information Resources and Services at the Asian Development Bank (Manila). He has worked previously in archives and records management of the United Nations, International Monetary Fund, European Commission, Council of the European Union and European External Action Service, as well as Spanish State Archives and the National Archives of Catalonia. He is especially interested in archives of international organizations, collection outreach, archival education and the use of archives to promote accountability and the defense of Human Rights. Within ICA, he has served previously as Chair of the Section of International Organizations and board member of the Section of Archives and Human Rights.

Meg Philips
Vice-President Programme - Meg Phillips, 2021-2025

External Affairs Liaison at the U.S. National Archives and Records Administration. Phillips was confirmed as Vice-President Programme by the ICA General Assembly held on 20th October 2021.

Phillips’s goal in this post is to make PCOM and ICA’s professional programme more transparent, democratic, diverse, and responsive to the needs of ICA members. She is also committed to collaborative work on PCOM, continuing current efforts to encourage discussion, cooperative planning, and active participation within the group. Phillips admires ICA’s diverse, global community of impressive energy and expertise in archives. She believes PCOM must reflect that diversity and expertise, and must use it fully for the benefit of all ICA members.
