International Council on Archives’ (ICA) Expert Group on Shared Archival Heritage (EGSAH) has published the report ‘Disputed Archival Claims: An International Survey 2018/2019’ (in English and French).

The report presents the data received from an international survey of claims over displaced archives that was conducted between 30 August 2018 and 15 January 2019. It presents the data from 27 valid responses that were received and aggregation of the data, including the causes of displacement, the nature of the disputed archives, the state of communications, negotiations and existing agreements, any partial transfers, claims over originals and copies and settlement through copying, the viability of joint heritage arrangements, attitudes to financing and conducting copying and transfers of rights, the legal bases of claims, and bilateral and multilateral measures to resolve claims. The data will be used by the EGSAH to inform its work programme.

The report was conducted by James Lowry from the Liverpool University Centre for Archive Studies on behalf of EGSAH.
