The General Assembly (GA) is the highest decision-making body in the ICA. It usually meets once a year during either the Congress or the Biennial Conference. Attendance rights are described in the Constitution.

The GA decides on strategic direction as well as the management of the Council.

The GA undertakes a diverse range of operational business such as approving finance reports, audit reports, membership fee rates, establishment of new branches and sections and standing commissions, and electing Honorary members and Fellows of ICA.
